War on Terror (529)

In October 2003, then SECDEF Donald Rumsfeld wrote a memo to senior DOD officials asking if the US was winning or losing the War on Terror. Two experts in the field also replied and offered different opinions.

Your task is to answer the following questions:

1: Several years after the memo was written, are we winning the war against terrorism? (what metrics can you cite?) (is our strategy sound?).

2: Should we be doing things differently in order to sustain, improve, or reevaluate?
In other words, what is your advice for the current SECDEF?
