We don’t often think of ethics when we think of disasters (natural or otherwise), but in fact, many ethical dilemmas can present themselves when responding to such disasters.

Our Study Guide chapter tells us:

Responding to the disaster requires consistent, appropriate and well-resourced plans or not only are responders faced with primary, immediate concerns arising from the disaster, but also secondary health issues that may arise for example: starvation or thirst when food and water access is disrupted, dysentery from polluted water, or disease from decaying corpses.

It's very easy to sympathise with our own countrymen in times of disaster; we all want to help. But what if those people are not our own countrymen? Do we respond in ethical ways? As I read the above text from the Study Guide, my mind reflected on the many refugee disasters on Western shores. You will probably recall Aylan Kurdi, the Syrian boy who washed up on European shores, or the TAMPA crisis, but do you remember the SIEV X (SIEV means Suspected Irregular Entry Vehicle)? The SIEV X was carrying more than 400 asylum seekers, when it overturned and sank in the Indian Ocean between Indonesia and Australia’s Christmas Island – 353 of its passengers died in the disaster.This was at the height of Australia's tough policy of turning back the boats.WhileAustralia exonerated itself from any blame for this disaster, one newspaper reporter comments:

While there were reasonable grounds to explain the Australian response to SIEV X,the committee finds it extraordinary that a major human disaster could occur in the vicinity of a theatre of intensive Australian operations, and remain undetected until three days after the event, without any concern being raised within intelligence and decision making circles.

After reading this week’s resources given below and attached do you think Australia has any ethical and legal obligations to prevent refugee disasters at sea by having a more humane refugee policy? Do you see the ethical principles you have been studying for the past few weeks being applicable to asylum seekers? Or does Australia only have ethical obligations to respond to disasters at home?
